House Bill 186.6 Threatens Our Schools!
We need your help! Our district leadership and the Putnam County Superintendents are raising deep concern over the latest version of House Bill 186.6. As currently written, this bill will have devastating financial consequences for almost every school in our county.
The Facts:
- The proposal includes a retroactive cut that would strip our district of over $3.3 million in budgeted revenue. These are funds we have already planned for essential labor agreements, maintenace projects, and other purchased equipment and services.
- This sudden, retroactive loss would force us to immediately re-evaluate essential operations and potentially lead to significant service cuts for our students and families.
- The "Phantom Revenue" Problem: The bill creates a loophole where the state formula thinks we're collecting revenue we aren't, unfairly reducing our State Share Funding.
- Unfair Burden: It is important to note the clear inequity in the current proposal. Rural and small-town districts, such as those in Putnam County, bear the immediate and severe financial burden of these retroactive cuts. Meanwhile, many large urban districts (like Columbus and Cleveland) and high-valuation suburban districts (like Olentangy, Dublin, and New Albany) appear to have no similar retroactive loss, despite having significantly higher per-pupil property tax revenues.
We are urging our local legislators to amend HB 186.6 to eliminate the retroactive loss for small, rural districts.
